تأسس المجلس الفرعي للجمعيات الأهلية بمنطقة مكة المكرمة بموجب القرار الوزاري رقم (203520) وبتاريخ (3/11/1440 ه) وذلك بناء على نظام الجمعيات والمؤسسات الأهلية الصادر بالمرسوم الملكي رقم (م/ 8) وتاريخ 29 / 2 / 1437ه.
يعتبر المجلس ممثلاً للجمعيات الأهلية الواقعة في نطاق منطقة مكة المكرمة, ويهدف إلى تطويرها وتحقيق التعاون والتكامل والتنسيق بينها, وتقديم الخدمات المساعدة على ذلك.
